Persons will be served based on priority of need as defined by the utilization review process. This process was developed to ensure fairness among all consumers and families. Additional waiting list Information may be found at http://www.dmh.mo.gov/mrdd/issues/waitlist/waitlist.htm.

Utilization Review Process: The purpose of the Utilization Review Process is to:

  • Ensure quality services are fair and consistent statewide.
  • Ensure that the plan reflects the individual's needs.
  • Ensure levels of service are defined and documented within the outcomes of the plan.
  • Ensure plans meet all local, state, and federal requirements.
  • Ensure accountability of Public Funds.

Transition from Habilitation Centers

The Division has developed a process to help promote community service expansion to meet the needs of habilitation center consumers requesting community services and to serve those consumers living in the community at the threshold of requiring habilitation center services. The individual's interdisciplinary team or the Regional Center Director must agree the individual could be served successfully in the community and the consumer and guardian support the decision to pursue community service options.

The Division's transition reimbursement rate process applies only to habilitation center consumers accessing MRDD Waiver community services.
